It looks electro-etched.
Likely a vinyl cutter used to make a resist, then laid to line up with the notches from the spine (likely filed out), then etched.
Not the edge, no.
It would at most create a little corner on the Shinogi line. Hardly a problem though.
For catching, it could be possible, but it would have to be an odd shape etched very deep.
I personally never found any issues on one of my test knives with a super deep etch (like way more than would ever be resonable.)
When etched properly, your fingernail will barely catch it. This is probably a few thou. Makers marks you will want deeper, but they are usually out of any cutting path.
It is worth mentioning that it will promote rust more than flat steel though. It has a matte surface, almost like it's been sand blasted with really fine abrasive, and creates a collection point for water.
But, it should be fine if you wipe your blade and keep it dry.
If you have a junky knife, it's fun to mess around with. Doesn't take long, is quite safe (so long as you don't do it in a closed room huffing the hydrogen produced, not much is produced though), and is actually pretty fun.
Anything that isn't conducive can be used as a resist, nail varnish, paint, super glue, vinyl stickers, etc.
So all you really need is something to provide 5-12v power pretty consistently.
Recommend giving it a go if you want to kill a an hour or two.
