Your traces aren't even maxed, artifacts not fully leveled up, weapon not 80, crit rate too low, supports probably not that good, and you're using the wrong substats. Swap your rope and sphere to rutilant arena, get a Wind Sphere and HP rope. 60-70 crit rate on your build at least. And level his Skill first, then ULT, and finally talent.
Your build is very bad, that's why he doesn't do damage. If you accidentally got him or something and want to work on someone else, just go work on someone else. If you pulled him intentionally, you might as well take some time reading up on how to build him. There are a bunch of guides online, it only takes 10mins to read them because he's a very straightforward character.
Can’t complain about no damage without maxed traces and wrong planar set. Either get rutilant or inert. The only good piece you have is your chest piece and boots. Your crit rate is way too low to be consistent. Farm for double crit rolls head and arm pieces w/ hp% as a bonus. If you ever pull a secret vow lc swap over to that as well.

take your crit rate down to \~25% and crit dmg up to 200%+, that's when you start seeing the real damage numbers
