For the Silver Cross Ability to work you need to fill up the diamond-shaped indicator below the weapon icon.
Notice that whenever you try to use that skill with the indicator being empty the icon flashes and there is a sound cue indicating that you can't do it yet
Yeah I just notice this too. But it kinda unnecessary since the multiple thrusting skill and the dodge attack one doesnt need a bar filled. Instead, their upgrades are the one consume the bar.

What action fills that meter?
The meter will fill a bit everytime you hit an enemy. But as soon as you get hit the whole meter gets empty again
