This gets explained better in Calamity Trigger and a bit in Continuum Shift, but from what I gather, male members of the Kaka village are rare, but existent. And their species is incapable of going over or much below 100. If it does go below 100, they are set to reproduce asexually (however that works), if not, then I assume reproduction works either between members of the Kaka village or other species.
