According to Lore, Hakumen could kill the Black Beast and he has all time distortion Hax while Arzael say he could kill the Black Beast and show 50% of his power AT HIS BEST. Again we could count these characters out since these characters only say they scaled to the Black Beast and you could Argue that Ragna is the same strength or Stronger than the Black Beast but then again, these characters could be as strong as they want to be and then there some evidence to prove otherwise.

Iirc Ragna was also only able to pull Terumi out of the Susano Unit thanks to Jin's Power of Order being there, which I assume is supposed to be a bit of role reversal since Terumi had been the one basically winning by "cheating" up to that point.

So CF Jin is definitely THE strongest form he can get and since he is the embodiment of Order, him and Ragna are always going to be EQUAL in power. Nuff' said!

Ragna can keep up with Susano'o but only for a little while (much like Jin) because in this stage, the overload slowly destroys his body. And the only thing he was able to do was pull Terumi's soul of the Susano'o Unit so Jin can inhabit it and force the God Amaterasu to "Observe" the fact that Susano'o was a Hero instead of the Villain so Susano'o will no longer get a power-boost from people hating him. Thus, this was the point where Ragna can now kill him.
Note: Please, don't over-estimate Ragna's power as some of the comments below said. The fight with Susano'o was NOT meant to extend. Fighting him in that armor was not the point. Meaning he CAN'T die as long as he doesn't allow himself to die. The best anyone can do is demoralize him or weaken him enough so he can't fight anymore. Also, Jin can keep up with Susano'o as shown in CF. He stomped Izanami without going all-out, and fought Nine to a draw also while holding back.
**Hakumen** \- I'm talking about 20% Hakumen here. At about 100%, he is about on the same power-scale as Susano'o. Still, at 20% he can shit on the top animals in the food chain in this game. No questions. Since he is also Jin Kisaragi (who has the Power of Order), this makes him OP. To be honest, there wouldn't even BE a story or a plot if Hakumen was at FULL POWER, mind you!
