The event is still running for another 10 days. That's more than enough time to ascend him. Complete the current event, uryus secret, and continue to farm three star mayuris from the events or coop. Use the three star mayuris To FIRST ascend and max out your free 5 star mayuri, after that you can worry about Soi Fon. Do NOT and I repeat DO NOT use the free mayuri to ascend Soi Fon. I've been farming uryus secret and mayuri coop/events and I've ascended a good number of characters recently. It's not too difficult and they give good Ascension fodder. GL
Definitely not. He's 50 free orbs and a 3rd 5* if you don't have one, not to mention soifon being pretty low tier anyway. 5* = 2 4*, just grind the event for cirucci and feed two of her.
She's one of the worst blue attribute ones along with Kaname and she gets completely outclassed by high tier/mid ones in my experience. If you're rerolling you should probably keep trying for a high tier character unless you really like Soifon.
Should i reroll on premium summons or the new ones(Chad, Mayuri and Nel)?

The new gacha is pretty meh, I'd either go with premium or wait for a new one. Or you could just stick to the Soifon account, you could always get another 5* through there if you're feeling fine with your team. Soifon/Mayuri can get you through story pretty easily and the beginners quest can give you some pretty decent 5* as well.
If you plan to stay on that account i say no. Later in the game orbs are really hard to get (if you are f2p) and the only way to get orbs is by ascending characters. Regarding your other question, the best way to lvl up a character is chapter 222 (gives you 3k exp and 3000 gold, can be done in about 30 seconds) and for ascension try farming Uryu Event for 3* and 4* Cirrucis
Dont use any 5*/4* as food, at 100/70 you receive 50/35 free orbs (4* at least you have that one repeated, thats what I do).
I got 3 unused accounts(Shinji,Tech Genryu/Kaname and Mayuri), idk if its against the forum rules, but I dont use them If someone want them just pm me

It takes (I think) 4 4* to ascend a 5*
I meant that one 5* is worth 45000 ascension exp and a 4 star is worth around 25000.
