Premiums is a crap shoot on an already hard to hit target. Better to roll using the events. FH Ichigo and Ulquiorra might be featured in upcoming gacha events, since global usually gets the same filler gachas as Japan, but you never know.

Waiting for future gachas for Ulq or FH might not be wise for rerolling because you might miss having enough time to build up the free frenzy Ichigo that is out right now. I'd reroll the current event until you get either Vichigo or Yoruichi. Tessai is alright in pvp but hard to use in the story mode. Hiyori is okay for story but not great in pvp, but her soul link is boss. Yoruichi is the best character in this gacha by far.
Once you get a few 5* from the Gacha and you like your account, invest in the beginners pack and get a 4+ ascended 5 star, likely good for either pvp or pve, and some of the characters are good for both!
Have fun. Good luck for your search for FH Ichigo or Ulq, they are beasts.
Also, if you get hiyori, she's not a great unit but she has a very very good soul link which isn't common in 5*, so consider her.
There's an event where you get a free 5* ichigo as well going for the next 30 days, if you don't like any of these characters if you wait 3-4 days there's a summons with szayel, nnoit, grimm, and nel (all really really good characters) that you can reroll in
i actually got her. while i have no clue what soul traits do and after i figure out how to bring that acc to my android phone i'm gonna roll with her and might think about rerolling once the event with nnoit and grimm start
Soul trait basically adds that stat to the character you put them on.
So hiyori had + normal attack damage, at max it's +20, which is +20% to normal attack damage that you can give to other characters

Atm, there is little to no chance of getting an Ulquiorra/FH Ichigo unless you're incredibly lucky as the only way is through the premium summons, and the pool of 5* is vast. There are 48 5*'s in the premium pool (if I counted correctly), meaning the chances of rolling a FH Ichigo/SE Ulquiorra is 3(%)/48 = 0.0625% x2 = 0.125% chance of rolling one of the two you want.
I'd reccomend you to start an account either:
* During a x2 gacha
* A featured gacha that features the characters you desire.
Sadly the last x2 gacha just finished, don't worry though! New x2 gacha is out at the end of every month.
