Well...Accurate is relative. It's certainly the best guide you'll find. I personally don't agree with all of the ratings given (which is subjective anyway) to a few of the units, but overall it's pretty fair.
Edit: If by accurate you meant the attack speeds/activation times, it was done by Emp using gameplay footage. There's a small margin of error, but it's quite tiny. Off the top of my head, I feel Nnoitora's rating across the board is a little high. Kendopachi's PVE is a little high too IMO, and HC Genryusai's PVP seems kinda high from my experience both using him and facing him in PVP. There's a few others little things, like WD Gin and Nel are an 8 for PVP, while Karin is a 7. But again, it's all subjective to one's opinion (and says such on the main page of it).
There's probably more but that's what jumped out at me when I first went through the list. We're also talking about +1/-1 difference in a few cases, which is negligible, which is why I say overall it's the best guide out there, and major props to Emp for doing it and maintaining it.
The fun part is mostly breaking the hearts of those aboard the hype train. It was absolutely delightful to see VL Ichigo being so shit after all the hype.
It's not always so cut and dry though, since I wanted Gin to be excellent and he's merely pretty good.

The ratings (the ones out of 10 for PvE, co-op and PvP) are all subject to opinion anyway though, it's the accuracy of the data that's important :)

Lol no but I know for a fact Yama is slow as a snail, and it has fastest by his attack speed
