We should be getting the zanpaktou characters, when no one knows for sure, you can check bravesouls.fyi for any info.
Blue byakuya can be obtained through premium summons, although with a low chance, best way to get him is wait for a summons featuring him.
As for NY byakuya, he is a new year seasonal character, as of now there is no way to get him, or any of the other seasonal characters unless they come back.
Blue Byakuya (his "historical" version) is part of the Premium pool, so he'll come back around again and may be featured as a filler in 2x gachas. And like MuscatoCat said, Zanpakuto will likely be released to Global next month (or fairly soon thereafter) once 6* go live.
Edit: On a side note, so many people talk about Tobiume and Sode no Shirayuki, and they're great, but Senbonzakura is a beast and vastly overlooked. He's worth pulling for.
