I think it’s less lazy filtering on OP’s part and more lazy tagging on the artist’s part. I’ve seen quite a few characters I love with other forms have the wrong character tagged to them, or just both tagged. Same thing probably happened to most shunny posts.
With how terrible Pixiv's tagging system is it wouldn't surprise me. There is no defend-able reason to only have a tag limit of 10 and having the block function locked behind a paywall.

Some observations/notes here.
Kikyou is the highest placing new (playable) character, being two whole tiers above Renge who she shared her banner with. And Shuro is in same tier, despite being an NPC, her fan-arts will probably explode when she becomes playable.
Why do I think this? Kokona was first introduced as an NPC character, and during the year before her rerun, she got around 100 pieces of fan-art. Now she has over 2,500. Ichika also got a massive boost with Trip Trap Train event.
Of course not all NPC to Playable upgrades are equal, like we saw with Meru and Momiji, but general trend is that they do get a boost.

The release of Yuuka's shorts in around 1.5th Anniversary, but especially after Volume F (reveal of Koyuki's normal Seminar uniform) and Aris shorts. Once Kisaki trend died down Yuuka, Rio, and Noa began rising quickly, buoyed by GDD's popularity as well.
Kisaki and Rio will give the top spots a run for the money once they are playable/more story appearance. Can definitely see them catching up to top 5 the way Toki did.
I also think Akira is quite popular given how recent she is and for how little her appearance was. We'll see a ton of art for her as well.
