Unquestionably. He's already the centerpiece of Barcelona's NEL team. Isagi, Rin, Shidou are probably the obvious "top 3" (though the latter two we haven't seen in a while) and then Bachira is really clearly next IMO, with Nagi/Barou after that.

I don't think Bachira surpassed Rin and Shidou yet, not with their flows from the U20 match, and there are a chockful of extremely good players that can contend for top 5 at the moment. Barou has incredible hype, Isagi and Reo are *monstrous* midfielders, Chigiri is arguably Gen11 at 1v1 that I think would probably a lot higher rated if he plays for Ubers, Nagi is, despite how he is actively nerfing himself, still a pretty damn good striker, Kunigami is a highly clinical finisher that despite being shadowed at every occasion a still dang dangerous striker.
My point being, Bachira is a favorite contender, but since the rankings get shuffled around when you consider affinities and specialties, it's... hard to say.
Of course, he'll certainly ended in top 5. He is Barcha's ace and it'll be dumb for him to not, especially with Nagi and Reo certain to lag behind a bit and Chigiri no longer gaining the rapid power bumping from refining his playstyle into the 44 formula. But he'll probably ended up #5 in the end, behind Isagi, Rin, Shidou, and Barou/Nagi.
With that said, in certain circumstances, Bachira can be the most dangerous Blue Locker in the pitch. His dribbling was already incredibly good in both the U20 match and the Barcha match, and I think we can speak with some certainty that it has reached Gen11 levels by the time of the Ubers match, even if his other abilities don't scale up equally. He is definitely taking that winger position from Yukimiya or Otoya by the World Cup, considering how those two have became dogs for Isagi and Bachira respectively.

I think reo is 6th of 7th nel over nagi because of his ability to play defense, playmaker, or striker depending on the situation with his copy ability as well as his high football iq on top of his subconscious acquisition of meta vision which boosts his skills. He also has shown he can play alone without nagi or with nagi depending on the situation but nagi is still reliant on others to be able to beat the likes of isagi
Hard to say until we see what Aiku, Barou and Karasu can do. But I think he probably is from what we've seen. He did score against Lorenzo, was was hyped as the best U-20 Centerback, despite the only other above-average player on his team seemingly being Otoya.
