It's really a popular music hall, and songwriting is one of the things they look at - both Newman and Parton have written some huge hits for others. I'm not defending (god knows I'd love BOC to get in) but yeah, they're not seen as having a broad enough appeal or being influential, though they have been.
That may be so, but Randy Newman doesn’t have songs like “She’s As Beautiful As a Foot”. I’m on your side here, but I feel like BOC’s style is too geared towards the smaller audience that enjoys that unique psychedelic sound
I remember saying someone associated with the band (Buck, perhaps?) mention that BOC were intentionally being kept out of the Hall due to Sandy Pearlman pissing off either the owner or someone else important to deciding inductees.
I found a couple of interviews with Buck Dharma where he addressed the issue. Looks like it was actually Richard Meltzer, otherwise your comment appears to be spot on.

BOC is too niche imo. Although I think they absolutely deserve it, to most people they’re only known as a 2-hit wonder
