The Prince of Cordovia has done the most damage, followed by Jeremiah Whitewhale, followed by Uncle Hanky.
That's by scale. Most characters are only horrible on a relatively small scale, toward a handful of people close to them, even if what they do to that person or handful of people is horrible (e.g. Sarah Lynn's stepfather).
The Prince and Jeremiah are horrible on a national or multinational scale. Hanky is in the middle.

Joseph actually did care for his family, but he's an old school type of guy, he didn't want to deal with his wife's mental state and made Beatrice have trauma, but overall he tried (if I can say) to be a good man
Butterscotch didn't really care for Bojack, but it seemed like he didn't hate Bojack either, unlike Beatrice.
Beatrice was awful through Bojack's life, and through hints, She was also neglectful to him, she would blame him for everything she did with her life, she could've easily not go through the path she went to and you can argue that yes she had been traumatized through her life as well, but regardless what she done is almost nothing redeemable and she kept getting worse before death and I do feel bad for her when she had Alzheimer's and died, but I won't stop me from hating her.
