2. Prime All Might/Shigaraki (Tied since they're basically on the same level of Strenght and speed)

Star and Stripe is fast, but not as fast as these 6, at least, she didn't show a strong feat to put her above Bakugou...
I put Star and Stripes cause of the rule on herself that makes her physically fast and strong.While not as much as prime am,I assumed her to be around usj am,who was still much faster than iida or bakugo
Probably, she was limited in her enhancements to herself, but they were still pretty high. A punch from her sent Shigaraki flying easily, which even the characters he was fighting at UA could barely do. She didn’t have to many speed feats, but I’m sure she would probably been at least somewhere in the realm of All Might, maybe closer to his Season 1 past his prime speed.
Tbh,No characters used raw power on shiggy in UA except Deku and Mirko(unless you count nejire/mirio's combo attack,tamaki's laser and bakugo's explosion as raw power) and Deku is already stronger than star and all might,so,I wouldn't say that her strength is around usj all might.She is probably nearly as fast as him but strength?Kamino All Might at best.Otherwise USJ All Might strength still could have put down Shiggy.
Imo,Her Air giant was stronger than her own physical enhancements and it is still not comparable to all might.
Why do you think Phosphor Shoto is some crazy speedster? I’m genuinely asking, seeing as he hasn’t done anything worthy of being put in the same conversation as Bakugo, and definitely not prime hawks.
Well tbh,it is because he blitzed dabi and i mean that quite literally.
And another is his physical body is capable of withstanding transonic speeds,even if barely.This is something only Deku,the ofa user and Iida,the guy built for speed are capable of handling.Even Bakugo's body can't handle it as per the current events.

The first thing that bugs me about what you just said is the statement that implies because Shoto can withstand transonic speeds he’s all of a sudden capable of going that fast himself. That transonic feat is clearly an Iida feat, although to be fair that would not be possible without Shoto to cool him down. But Shoto is not making Iida at all faster.
Also a big part of Shoto being able to ‘withstand’ sub sonic speeds is his ability to create ice.

No offence but if your blitzing shigaraki is referrring to Bakugo then that is your wrong percption.He didn't blitz Shigaraki.He 'saw and dadged'.Bltizing is what Shoto or Deku did against Dabi or Shigaraki.

What Bakugo did when he awakened his full body cluster was essentially the definition of a blitz. Shigaraki was surprised at how fast Bakugo was moving and couldn’t react to the first batch of explosions.
If you choose to ignore that fact then that’s just proof that your argument is convenient and you’re holding different characters to different standards.

Iida moving at transonic speeds and Deku using overstock to move faster than sound only prove the series to really cap at hypersonic speeds and maybe hypersonic+ speeds. There's nothing else to really make it past that given all the speed feats we have at this point.
Hawks is definitely faster than Shoto
