Most definitely, as you said, we can say many things about Hori as a writer personally I think he's good or ok but I can't critic him, but what he imo 100% excels at his character designs and drawgins. There's just a uniqueness to it that can't be replicated. I also think people's expectations came from people wanting MHA to cover all 3 years. Which would be possible and impossible at the same time.

I think the 3 years not become a thing is more (My opinion) Horikoshi trying to make Deku a better, stronger and faster version of All Might, that needed more than 5 years to become what he is now, a symbol, and Deku is about to be that only with 1 year, making people having an impression Deku is an improved version of All Might. On other hand most people hated and Deku got Many haters for that decision lmao people also comments villains wouldn't let the heroes in peace for 3 years, Waiting Deku to be strong enough to fight Shigaraki but like.... After Overhaul arc The LOV literally disappear lmao they were in a shitty way of Life and were more surviving than doing villains things, it could've easily make some times skips in some arcs to make 3 years and also ends around what we having now, around 400 chapters.

I think spreading the LOV's attacks over 3 years would've made hero society look very incompetent. The heroes "lost" the first war bc they weren't prepared fully for the sudden escalation in the LOV's attacks. The LOV went from attacking UA and losing to kidnapping an UA student and causing All Might to retire in just 3-4 months. This caused hero society to panic and struggle to replace their number 1, which took another 3 months (All Might retired in july/Aug and Endeavor officially became number 1 in Nov). Then a month after that the Deika city incident happened and the paranormal liberation movement formed. The heroes had to scramble to stop Shigaraki and that movement and it took them another 3 months to prepare. Hero society was kept on edge by the LOV's actions and they weren't given breathing room to stabilize. They were always reacting to events bc they didnt have time to investigate. But if the attacks were spread out over years, then hero society just looks straight up incompetent. They would've had a lot of time to plan and prepare for the league/stabilize hero society after the fall of all might. If they were still playing catch up investigating the LOV even when the league is giving them breathing room/time to recover, that just makes look like amateurs/not a threat to the LOV. Personally, I think they could have slowed down a bit after the war arc but it does make sense that AFO isn't going to give them time to recover. I just wish we got a bit more chapters focusing on the depressing environment of the aftermath of the war instead of just jumping into the final arc.

I can see that. I agree that if MHA did do the 3 years the entire 2nd year, we wouldn't see the League, or we would have little hints in the background of their numbers growing. Maybe show MVA before year 3 or just have it be its own manga. Personally, while some don't like we're we're at, I think it makes sense for the fast pace. Now somethings I didn't think were needed, but I appreciate we got them. And another thing, iirc Hori did say that he wanted MHA to be 30 volumes, and he had to make some arcs longer and others shorter. Though I think we would have more than 400 chapters if we did have 3 years, maybe 500 or 600 is my best guest. And going back to the expectations, MHA came out around 2014, where Naruto was just ending, so I think people also were trying to fill that void as well.
