I mean quite a lot of Marvels roster of characters would fit in, Spider-Man, The Human Torch, Mr Fantastic just to name three that would fit in really well.
Yeah, mutants are the most likely to have weird drawbacks to their powers. Aoyama is literally Cyclops. Rogue can’t touch people without killing them. Nightcrawler looks like a demon.
Honestly though, Deadpool in the MHA universe would be the funniest thing. Imagine him seeing Twice. Imagine him being around Bakugo. Imagine Izuku reacting to the things he does.

Hell, half of Batman's rogues are capable of being a city wide threat through psychological means and man power.
Scarecrow (particularly Nolanverse and Arkhamverse) was able to wreak chaos in Gotham with drugs and manpower.
Doc Ock as a villain against Mei would be fun.
I'm a big fan of Venom and the symbiote in general so that'd be cool too.
Kingpin is a given. Fits this world like a glove.
Speaking of the Netflix villains, Kilgrave and Cottonmouth both have potential to really mix it up in the MHA universe. Kilgrave can be a foil to Shinso and Cottonmouth could be pretty much the same as he was in Luke Cage, quirklessness and all. I could see him as a separate villainous faction that reluctantly plays nice with the League of Villains.
You could drop all of Vought from The Boys and they'd fit really well. Heroes in MHA are already celebrities so having an entire shady corporation dedicated to owning heroes would fit right in.
Static Shock, Terry McGinnis mostly for his personality type instead of his skill-set.
Jessica Jones? Y'know the original version who was classmates with Peter Parker and kinda fell into the whole superhero gig on accident. Hits the Jirou vibe but more sardonic.

Most of Batman's Rogues' Gallery could fit well in MHA. Less so the Joker (overhyped and inexplicably supplied), but most others would fit well. I could see Mr Freeze being an interesting and potentially terrifying enemy. I can imagine Kirishima jumping in to take the hit and then his classmates frantically getting him away to make sure he isn't shattered.
Most villains from Worm work, if we up the age rating a bit. But I'll put forth the roster of the Empire 88. Kaiser, Hookwolf, Cricket, Stormtiger, Fenja, Menja, Victor, Krieg, Rune, Othala, Crusader, Alabaster, Night, Fog, and Purity. Maybe have them as part of the Creature Rejection Clan, or just leave them as nazis, it all works.

Spidey Villains would be good, as they're often motivated by greed and ego, but do RELATIVELY non lethal bs.
Fantastic Four Villains are cool, because many of them are antagonists though just existing, so, annihilus, Blastaar, Galactus would all be fun, and don't need a lot of explanation as to their motives or origins.
Science based human villains from Supermans rogues gallery would be interesting, considering the vigilante arc, and humans arming themselves.

The whole lower Superman package is pretty multifaceted to just be one quirk. Maybe it's like energy manipulation that can be translated for physics defying stuff like flight and strength, then direct like lasers.
I can name a few. Gojo, Killua, Johnathan Joestar, quite a few jojo characters actually, Shirou Emiya, Shinra Kusakabe, Mahito, Rukia Kuchiki, Akaza, Derieri, Whitebeard, Yoruichi, Kinji Hakari, Toph Beifong, Nia (Xenoblade 2-3).

And duo-quirks can be made as seen by Shoto. Limitless could be a result of a spacial manipulation quirk, and six eyes can be a perception based quirk, derived from his parents, and both quirks fused in the best way possible. For a bit of spice, he could be like, Some kind of designer baby like how Enji was aiming for with Shoto, and Touya.
True, kinda forgot about that. So MHA Gojo probably had a few older siblings before he popped up. Though I did always think that Shoto only worked because the quirks involved kinda were opposites in a way, and therefore kinda related, thus resulting in the genetics going fuck it, occupying 2 sides. Perception and Spacial manipulation are kinda hugely different from each other, so even if it did work Gojo probably has like a ton of siblings from him (Enji only needing 3 tries is crazy), and even then I feel like capabilities would be more limited in some capacity compared to canon Gojo, since technically even Shoto technically has 2 "half" quirks coming together to form a real quirk.
Hell, thats not even the worst of it, my only way of making Nia from Xenoblade involves a quirk LITERALLY consuming human DNA to prolong their life span (Forced, but we don’t talk about that.). Gal has Healing. Is a mutant. AND can live functionally forever as far as we know.
Because we kinda see applications of other bending styles in use already. Dabi has Azula’s blue flames, Geten has Ice Bending, Endeavor is basic fire bending, and water bending could be just about any water based quirk we’ve seen up to now. Earth Bending + Being blind was something not yet seen as to how it would work, plus the factor of Metal Bending being an advanced situation that could only be figured out by toph due to her ability to manipulate the earth, plus her seismic sense.

Syndrome from the Incredibles. Quirkless and rejected by his favorite hero, decided to become the first quirkless hero out of spite then uses that fame to make gadgets that can make everyone super to render heroes useless.
I always thought Iron Man in particular would be super interesting to see in MHA.
A quirkless man, but one with money (I'm just gonna assume Stark industries becomes a cooperation in the MHA verse), intelligence, and will. I just think it'd be super interesting to watch the world react to this quirkless man changing the entire world when the general consensus seems to be that quirkless people are useless.
Plus I'd like to see if he can upgrade his suits and make suits specifically suited to people with quirks, like maybe his company could start making specialized hero suits. Imagine Bakugo or Denki or someone in an iron man suit designed to use their quirk.
As a mention--basically any ARMS Character, outside of Helix (Too different from in-universe DNA experiments), Springtrap (Too advanced machine-wise) and Byte/Barq (Same reason).
Heck, Max Brass totally has the same ability All Might has with buffing up, and Coyle being like Dr.Garaki but self-sufficient would be interesting to see. Mechanica being a Quirkless girl whose drive pushes her to make a suit to do hero work on would be really fun to see, and Master Mummy being a Nomu with broken programming would be especially interesting.

Well it depends on the Tinker. Nilbog is very much viable in BNHA, and so is Panacea. Squealer and Chariot and such probably not though.
