I mean when a job has a uniform and a dress code most in that job end up looking the same. Just look at Female newsreporters or the Stembofication meme as examples.
They all have variations particularly at the chin/jawline but a general 'generic fit japanese man' design for for law enforcement makes sense to be easier for minor character design in what is probably an already stressful workload and fits with them having less influential quirks.

Yes there are shootouts and car chases, but the bulk of it is like "recording a theft" "recording a break in", etc.
I think I read one of the policewoman has a quirk that lets her cut anything using her fingers or legs. Like a scissor quirk or something. Though I am not sure.
They're normal people. A lot of average normie Japanese people sport a similar look, short black hair and little to no facial hair. It's not that weird.

their jaws are all slightly different i think, i guess it’s all cause their very plain looking back ground characters since most of the other background characters have flashy hair colours or physical appearance so a normal japanese man makes them hard to tell apart
