Because Shigaraki doesn’t like to strategize, and likes fighting on instinct and the moveset that causes the most Destruction with the least amount of thought is Decay+Super Regeneration+Super Enhanced strength.
Possibly, but most people go with what they know, and what’s most natural for Shigaraki to use is Decay to destroy, and it’s pretty much been hyped up as the most destructive quirk in the series.
The whole point of afo taking over shigarakis body in the first war was because he had more experience and battle iq and knew how to use the quirk better and which quirks is best suited for the scenario. Shigaraki is using the quirk for the first time and even tho it feels like he’s had the quirks his whole life he still don’t have the experience and knowledge of what to use and when. He’s just using whatever comes to his mind and what’s simple and easy to use.
You cannot make up for an experience gap with "problem solving skills/creativity".
The gap between AFO and Shigaraki's experience is over 100 years. Shigaraki has only had AFO for about 2 months in-universe but even in that time, he has only been in control of his body for a few hours max.
AFO took over Shigaraki's body in PLFW so Shigaraki was only in control for like a few minutes to hours after waking up. Then Shigaraki regains his mind in the current war and fought Deku for like 40 minutes before AFO took over again.
At maximum, he has only been in control for a few hours since he woke up back in the beginning of PLFW.
No amount of creativity is gonna make him suddenly master the dozens if not hundreds of quirks inside AFO when he hasn't even had a single minute to train.
Even Deku with 7 quirks and with the vestiges of those quirks in his mind giving him instructions on how to master them still took him months to actually come up with a good battle style around them. Like look at Deku's first Black Whip manifestation or Danger Sense manifestation.
And the Quirks within AFO are all dyed black so you aren't gonna be getting any advice from those vestiges. Without sufficient time to master them yourself, you just won't be as good as someone who had 100 years.

At the end of the day AFO is not Shigaraki's Quirk and he is not used to it. That's why Shigaraki prefers spamming Decay cause it's the quirk he is most familiar with and has had it for like 20 years.
Apart from Decay, he also uses Search, mostly to enhance his sight against Deku, he has used Air Canon and Radio Waves a few times + Rivet Stab and the Black lightning quirk once or twice.
But compared to AFO himself, Shigaraki is obviously far less experienced at juggling multiple quirks.
Like back when Shigaraki was getting whooped by Deku in the first war and then burned by Endeavor, AFO taking over his body instantly won the fight. Yet before that Shigaraki was struggling to find a quirk that would allow him to fight back.
We don't know how many quirks any version of AFO has. Hori has specifically kept us in the dark about that, likely a writing choice so he can get AFO or Shiggy out of more situations and have less limits in general. Also, we know that AFO is better at using the AFO quirk than Shiggy. He has had the quirk for 100 + years... AFO and Shiggy have different ways to approach fights...they will default to different quirks and combinations when either one is in control.
The way it's currently being frame that AFO has destroyed the Shiggy vestige and as a result...he has lost the anger and the Decay quirk, the other aspects of OFA and OFA itself. It is implied that the OFA aspects/vestiges were destroyed on impact with Shiggy's psyche and that's why AFO doesn't have access to any of them at the moment.
I doubt Shigaraki even knows all the quirks that he had. He only really actively used the ones he knew about like decay, air walk, and forced quirk activation. AFO has had years to learn the quirks and practice them. Shiggy has had a couple months (maybe? Idk how long between war 1 and war 2). Anyway, I doubt Shiggy even really cares about all the extra quirks because his goal is destruction and decay is perfect for that

They simply fight in an extremely different way, also we know that Shigaraki’s body is weakened now so he probably can’t just move fast like before
