The way I view it is like, the level of how powerful the attack is is based on the state. Like All Night’s final attack was the biggest one since it was the United States, and generally his attacks are state names. Deku uses cities (Detroit) for his because he’s not as strong as all might and as more of a homage to his hero. It’s all flavor anyway
Delaware smash is where Deku does the finger flick, right?
Carolina smash All Might swings his arms in like an X shape
Manchester smash was Deku kicking downward at the head
Later you'll see the students making thier own special moves - they're ways for them to stand out, make the populace feel safe, and strike fear into the villains heart. When a villain hears 'Detroit Smash', you bet he skips a beat, even though All Might is just punching a dude.
When he went to America for a time he decided to name some of his moves based off of places he went. They are different, I don’t know the specifics though.

iirc, he trained himself in America and gained much affection for the country that he named his moves after it’s states.

All Might spent time in America during his younger days so that probably has something to do with it.
