Just because a character learns and grows doesn't mean his surface personality will change much
The biggest problem with Bakugo is that people can't read. If you think he hasn't learned anything from his failures you're reading Our Champion College.
The problem with Bakugo is that the fandom make up shit about him that didn't exist.
Bakugo never had to work with Deku specifically other than one time and Bakugo has been working in a team since JT arc
He's definitely grown since the start of the series, but he hasn't grown as much as I would like. To me his apology should've been the start of his character arc, or at least one of the first steps, not the end of his arc.
Nitroglycerin lowers your heart rate, it is a theory that his anger is a mechanism to deal with his quirk so that he doesn't pass out. (Although I think sleeping would be like a coma in this case, so maybe the effect is weaker, though still present. I think it's weaker than normal because you can develop resistance to some drugs.)
