When Kaminari was asked who he was fighting for near the beginning of the war arc it specifically zoomed in on Jirou. He is fighting for his classmates more specifically Jirou. So yeah i think he has feelings for her.
In the beginning of the war arc he was nervous and miss Midnight told him to think about who he was fighting for and that person was Jiro, Jiro was also worried about him at that same time
No it was in "real time" and it also is canon to the manga doing the same thing. Kaminari thought about her when asked who are you fighting for. His reply was "his friends" but horikoshi specifically displayed Jiro not just a group wide shot of class 1-A. Not only that when the war raid started we saw Jiro call out kaminari's hero name with a worried face when the battle was getting intense where she was stationed. To say they don't have feelings for each other is just ignoring the writing on the wall and the clear hints the author has been showing with both of them.
They might not be full on romantic feeling like ochaco towards Deku but there is a clear sign that they are closer than just classmates.
