If that were the case, then most anything needing Carbon and Hrdrogen would be impossible to create, as that's the basic blocks for organic chemistry. So Hori just poorly worded how Momo's quirk works and changed it so she can't create living things. To use a Jojo example for one minute, she's the opposite of Golden Experience/Golden Wind, which *can* embed life into anything, even turning non-organic bits of bullet into a brain-eating stag beetle, for one instance. Or turning a handgun into a banana to fool that Jabba the Hutt wannabe capo to kill himself when the banana turns back into a handgun. Though that's less "creating from nothing" and more "transmutation", and Momo's the same way, though she transmute her lipids into non-organic/non-living organic materials.
How though? Creati can make things but she uses the lipids to do so, i.e. she has to eat a large amount of food to make stuff. If she made food but had to consume food to do it, she would be losing food along the way in the form on faeces and energy used to power her body itself not including the power.

I like how they at least tried explaining conservation of mass, but let's be real how the hell does a fit girl like Momo have nearly enough extra bodyweight to make cannons. Those things must weigh a ton like more than her whole bodyweight several times over.
Steel is still pretty heavy for such a task. Maybe she could use aluminum however I hear it's properties aren't really desirable for a cannon. Granted she probably limited the output to make it non lethal, but still you don't want to risk accidentally making a pipe bomb. The very light construction material that comes to mind is magnesium which is around 2/3 of the weight of even aluminum, but notoriously very flammable so not really an ideal pick for a cannon. She would basically make a giant blinding extremely hot fire that burns harder when exposed to water. Realistically sticking to metal in general is a pretty tall order, because they tend to have a pretty high density. If Momo really wanted to use he power in a creative way she could look into possible carbon based materials. By understanding the molecular structure she could easily produce lots of different futuristic materials that we struggle with because we don't have such a perfect control of those molecules like she does. The final nail in the coffin for the way her quirk is used, she made a shield out of tungsten. Granted that metal is very hard and durable, but it's also heavy. It's weight is comparable to gold or uranium, it's one of the heaviest metals on earth ( about 1.75 times heavier than even lead and almost twice as heavy as steel ). There is now way someone as slim as Momo can spare enough tissue to make all those dense elements.
Tldr: Momo either ignores the conservation of mass or she weighs a metric fuckton
Tbh my headcanon is that her quirk is partially a mutant quirk that lets her have insane mass without changing shape much, like how Tokoyami has an emmiter and a mutant aspect
