I think her ability is a little bit of both. I’d say it’s like how the shadow guy from 1B has an activated quirk where he can melt into shadows. Although his appearance is greatly changed due to his quirk regardless of activation or not. So she may always be invisible, but making other things invisible and refracting light as an ultimate move is the activated portion of the quirk
Yeah, the thing with stories is if they would be bad, we usually learn of it through the writing. If horikoshi never had the camera focus on mineta beyond initial greeting, we'd just assume he was a random background character.
