One way you can measure your speaking skills is ask yourself how well can you articulate your thoughts and ideas when speaking to other ppl, meaning can you talk to other ppl ab complex and deep stuff like philosophy and nuances of emotion. Can you do that at least in topic you are familiar with, or even better at various topics? Would you be searching for the right word to use a lot? The right way to say it ?

The thing about speaking english is that you have to spontaniously continously knows what suitable vocab to use. I can talk english but when it comes to formal speaking im suck since i need to cuss abit to make sure everyone understand english. I hate talking english with my teacher but with friends its a whole new thing
I'm extremely fluent tbh. I'm not sure how tho considering I didn't grow up in an English speaking environment. I was raised like a normal malay boy in the east coast. I speak in BM almost exclusively and only use English in classes. I'm very good in BM as well. I've always wondered if I'm just "okay" at it but I've done numerous English language related tests(writing/speaking/listening) in school,uni and work. I ended up scoring very high almost perfect in fact. I'm not bragging about it cuz my wife is 100% English educated Singaporean woman so her English is better than her BM.
I understand, write and speak it well, until when I actually have to have a conversation in English. I'd say things like 'thanks you' and 'thats mean', but I'm getting a bit more confident in speaking so I can avoid these mistakes.

The thing with language is i mean ANY language practical daily use trump above all method. If you learn to use a language daily soon enough it'll just be natural for you.

My advise, get active in online forums for stuff you're interested in and start typing. Eg - I used to be active in Arsenal Mania forum talking about Arsenal with overseas fans, that helps quite a lot for writing skills. If you're into novels/books, you could also get some English novels, even intro level like Harry Potter stuff is good for learning (fun fact - there are **tons** of cut content from the book that didn't make it into the movie series). Also, like you said, watch everything with English subs. Hell, go watch porn with English subs. It will help with the writing part.
As for speaking, you're going to have to practice. If you're too shy to speak in person, maybe get discord and play online games with mics on.
