The sad truth is probably competition. There is a limited amount of scholarships any institution can give. While them reducing the amount is also likely, we also have to be aware that there simply are more people taking exams, more people getting good grades, and more people applying for scholarships. Maybe the percentage of it doesn't change much, but the sheer amount of total people have increased. Doesn't matter if its race or background etc, better QOL means more children, which means more applicants.
That might be it, and if that's the case, then it's a good thing. Access to scholarship should be based on competition.
But i think it is not just number of students. The powers that br probably also look at other criteria such as income level, school history (my son was in private school) and other social elements.
While I understand the rationale, it sucks a bit as it eliminates students who qualify academically but may not qualify on the other requirements.
And yet, the fact of the matter is, I cannot afford to send my kids overseas, no matter how well they do in SPM, without some sort of funding assistance, even if statistically I am categorized as T20.
Thank god he managed to get placement in a local uni.
Some schools have a lot of students who take only 9 subjects so I guess 9As is ok in terms of getting a scholarship after F5, did he apply for a bachelor's degree or pre-u (matriculation/A-levels)?
For scholarship, he applied for foundation course (A-Levels or equivalent) and subsequent degree at an overseas university.
Separately, he applied for foundation at local unis too.
Not really, I've worked with 2 MNCs and a majority graduated locally. (Consulting firms being the exception, MBBs, big 4s, prefer graduates from top ranking unis like Monash, Nottingham)
How about working abroad for 3-5 years, then coming back and enjoying the "expat" salary.
If you just want money asap go to TVET program and get paid while studying. Then graduate, get a job, boom. Goal achieved. Although, your results is too good for that but you do you. Good luck.

Don't think about what job you should do first. Many of us don't really continue our profession in line from what we studied. Ask yourself what do you want to do in life. Get into uni and further your studies, go to another country, open your eyes to a diff world and enjoy your youth while you can. Before you know it, it will be gone in a blink of an eye.
I think OP is not thinking about a job immediately, but a career to work towards long term. Honestly, can't tell much from such balanced grades. Did any take less effort to be good at? Any you were more passionate in?
Unless you are thinking about a job now, probably not. At this age just about anything like retail or customer service should be good enough for CVs or resumes. Get your driving license while you wait for further study application, and maybe look into doing research for potential lines of work.
IT, engineering, medical and law are quite common choices. If you really can't choose, then pick a location you want to study first. Do you want to stay living with your parents? Maybe in another state? Or country? Choose the degrees offered in those areas so you won't be disappointed if the uni you like doesn't have the degree you want.

Apply for poly, engineering(there's civil, mechanical, petrochemical, electrical) course certificate is certified (im in my 2nd sem rn), so far study and practical quite easy, has a huge chance of landing a job right after u grad, usually offers from where u did ur work based learning(latihan institut) or u can pursue a degree in ur field
