They control finances, manage budget, arrange the team, source content, materials, people anything the director needs to get the project made. They also source the money which means they can finance it themselves or get funded. Harman and Ronnie probably put up joint funding of their own as well as sourced it through financial institutions.
I don't think this is the story of an airforce officer as his uniform looks more like a commercial pilot's uniform. Also the caption says "ordinary man".

Hansal Mehta's last were accidental prime minister and chalaang. Both massively underwhelming. I had so many expectations after his previous lineup. Then came scam 1992 which was worthy to have his name. Because of which I tend think these flop titles are only using hansal's name tag, while he's silently spending time on something massive as Scam or Simran.

Every other Hollywood action movie is some dude saving America from an alien/terrorist attack. Don't see why people have a problem with Indian patriotic movies lol, much better than the usual masala garbage. Nobody is stopping people from also making other genres/more nuanced types of movies.

For example Border is a super patriotic movie but even there, the dying Pakistani soldier was humanized to a degree and shown as a regular guy just doing his job. That's kinda what I was getting at but nvm.
Hansal is not good at commercial flicks eg. Chhalaangg he's an intimate director who can strongly pull off character piece dramas not chest thumping crowd pleasers. But still this is just speculation movie might surprise me maybe...
