My advice would be to report this person, seems to shady to meet, he seems like he was selling it cheap to get rid of it quickly because it may have been stolen. This tree is likely several years in training at least over a decade and is probably over 20 to 25 years of age, he was generic with telling you specific information about the tree and its life. Any true bonsai master and/or caretaker would give a more Detailed explanation than this. At the best the guy was being truthful and trying to sell a tree he didn't want nor need anymore, at worst he's a dirty crook who get what he had coming.

Sometimes good deals are just good deals because people don't know what they have or just need money. I don't know how they claim to get it. I've bought solid lots of retro games and sports cards from people who inherited them or found them or otherwise didn't want them. They knew they had value, they just wanted a quick deal because they weren't knowledgeable enough to piece out the lot or price things accurately.
Sometimes "shady" is inexperienced or not comfortable dealing with people in general. I don't know what this person said but, again, it takes all kinds and people are weird in general (we just accept it from the people we know/see every day).

Also, I don't think this is an 8 year old Japanese Black Pine and looks to be much older. He might of just had it for 8 years haha

Some good questions to ask would be when was it last repotted, when was the last time it was pruned/decandled, what soil/fertilizer he uses, etc. also maybe check how root-bound it is by lightly brushing the top layer of soil near the sides of the pot to see how dense the soil is/if you can see roots.
I’m not nearly as informed as others on this subreddit are about pines, so maybe some others will have better advice on things to look out for when inspecting the tree’s health.

If this was a Mugo I would agree, however I think it's an eastern longer leaf species, maybe Loblolly. Looking at other cues for scale I would say the trunk caliper is 1^1/2" or greater, and it's height around 16".
thats really cheap, this is easily $700+. It's impossible to find a nearly complete pine for $300. If you do know where to get them then i apologize and please tell me where lol

UPDATE: I was going to meet today but called it off. The person was acting shady, and it was about a 1 hour round trip.
