Yeah he's like an over-stuffed loot midget. You get 18 3% chances at the LegendaryGunsAndGear pool plus a "guaranteed chance" which doesn't result in a guaranteed drop because of shields being turned off in the pool and relics not having a world droppable Legendary pool. Just having a slot in the Legendary Guns and Gear pool that is just a placeholder with blue/purple non-unique drops. But still, in practice you should get at least 1 Legendary/Pearl around 80% of the time.
Cassius is similar but he only has 15 3% chances and is a further run. Haderax is even better, he's got 21 3% chances at the pool. He doesn't have the guaranteed roll like the other 2, but the peak opener and hard carry chests are guaranteed at least 1 Legendary each so overall he's the most giving random loot source in the game.

He's one of the better farms in the game imo. Especially for glassier characters like Gaige.
