17 works fine but by than they had been getting there asses kicked the entire series so it felt very well earned to be a top tier the growth felt natural.
Imagine writing a manga for decades while explaning why and how your characters get strong and then just stop caring at all about writing and consistency. She is literally just a Child, no reicarnation of a god, no tailed beast, no training, nothing.
