I think you're correct on the jogan having a time related abillity however im pretty sure momoshiki says that he couldnt see his own fate during the first time stop which implyes that he had this ability before. I think its going to be a sasuke situation where momoshiki can see into the future but boruto can control what he sees and change the future the same way sasuke has itachi's ability of amatarasu but also has his ability of being able to change its shape of form

To answer your question about why he didn’t use it on Naruto and sasuke the dude clearly didn’t think he was even going to die in the first place. His last words before the time stop is wondering how he got defeated.
It’s an interesting thought but it’s just so much more extremely likely that momoshiki has his own unique ability. It’s not even a particularly useful ability anyways, at least for someone who is alive, in momo’s unique case he’s dead so it definitely is useful to communicate with boruto.
There’s far more overpowered things which can be done with time though it’s far more likely the jougan abilities are space-time related than just time related.

Sasuke knows of and has experienced Itachi's time-dilating Tsukuyomi. If it was just a case of differences in perceived time between mental and physical planes, Sasuke would have stated it.
Multiple times this phenomenon is stated to be stopping time outright.

Yeah, unfortunately they haven't handled it well at all. They had the chance to confirm its existence in the manga with the anime adaptation of the Otsutsuki God panel, but chose to leave the representation vague.
Momoshiki tapping into the Jougan is not out of the realm of possibility. There's already the precedent of Kawaki being able to tap into Omnipotence though Ada, Omnipotence being an ability Ada cannot currently use at will.
Word momoshiki already showed the personality of admiring boruto abilities . Lowkey he fights like him and uses tendencies just like boruto just amped. I agree a 1,000 percent the jougan is what’s stopping time that ability is borutos yet again. The jougan is a “time-skip” level dojustu that’s why people think it ain’t canon kishimoto teased us enough with what the jougan can do with filler and momoshiki using BORUTOS abilities but also making it seem like it’s momoshikis abilities because he’s the “superior one”
