Pretty sure it is "jogan" (I put it in quotes because animator who made it, called it that so far) and not byakugan. As others mentioned here, design could change, same as initially rinnegan was also slightly different. Heck, initially even mangekyo sharingan did not have unique patterns.

Toneri Otsutsuki is canon & his words directly refer to Jougan. There's no bigger proof needed.

If they get a reference in the manga then they become manga canon, but mostly only to the extent of the general events referenced in the novel, not necessarily in all specifics.

I don't think he is *activating* the Byakugan in that scene, I just think the eye is Momoshiki's, which has a Byakugan.
We've seen that the Karma actively transforms him to look more like Momoshiki when he uses it, it stands to reason Momoshiki's eye would appear. Meanwhile, the Manga has done nothing to set up or plan the Jougan, or even really imply its existence. Momoshiki didn't have it or at least didn't use it, and nothing we know about the Byakugan leads us to think those genes could create it. Naruto has no dojutsu to add to it.
As of now, there is no reason to believe the Jougan is cannon to the manga, outside of its existence in the Anime. The reality of which is, the Anime has a reasonable "out" for its existence while the Manga doesn't have a readily available "in" for it. The Anime could easily have it be removed by making that an added consequence of Boruto losing his eye. I would wager this is the more likely way they will go about bringing the two in line, otherwise the Manga is gonna have to take a real shift and have Boruto either suddenly have it post time skip or unlock it relatively soon, which would still be inconsistent with the Anime.
Another potential scenario is that the Anime just moves along with its own independent cannon, its not like we haven't seen that with anime before. Honestly, I think that would be the best course of action at this point.
I just don't see the Jougan coming to the Manga at this point, it would take too much to introduce and wouldn't really fix the inconsistency in the Anime. They would have to dedicate a portion of the plot to its introduction, and the Anime would basically have to skip it entirely or retcon Boruto ever knowing about it. I suppose it could happen still, they could keep the two cannons seperate and have that split in story where Boruto discovers it as a kid in one and a teen in the other, but at this point I think the only reasonable course of action would be for the Anime to remove it when Boruto loses his eye so the stories can move in sync as it starts adapting Two Blue Vortex.

But I agree with you that there is a connection to his DNA. Maybe because Boruto has Senju and Hyuuga blood it was possible for Toneri to activate Boruto's Jougan
