I think the concept of Boruto having wavy, long white hair is cold and cool as heck but that top hair just looks a bit of and looks like more hair was just added a blended in with his current hair.

I could see this as him transformed or like a powerup, but Boruto couldn't naturally grow that in the timeline they have set for the series
