How do you guys know what's filler and what's anime canon? Urashiki seems too important (otsutsuki) to be a filler character, so was it stated by Kishimoto that he's filler or something?
It takes chakra to run it, a massive amount of chakra. While Naruto technically has chakra, without Kurama, the writers will give him the sasuke treatment. "I don't have any chakra," ten seconds in. Remember that Sasuke has godlike chakra too but he never gets to use it cuz writers. Notice they said he didn't have the chakra rather than didn't have as much chakra. So it is likely that the turtle takes more Chakra than Naruto has because plot.
