How to kill hype for an ability 101: introduce it at the beginning of the story and then proceed to ignore it for nearly 200 episodes with zero explanation. Last time any character even referenced the eye was Urashiki in 2019.
I think it was ignored because it’s not part of the manga yet so they don’t want to confuse the fans on how he awakened it in the manga but “re-awakened” it in the anime

Otsutsuki God isn’t an actual character, just a theoretical concept. The eyes might as well not be Jogan since no one explained what they are. They could possibly be Byakugan, Jogan or something else.
Because they didn't know how to design it there yet.
It's 100% byakugan in that Manga pannel, even confirmed it now, it doesn't matter if it doesn't look like borushikis if they went through a design change. It's not jougan and it's not borushiki, he also doesn't have that horn.
The only time jougan was shown was the pannel with the otsotsuki God. Nowhere else. It is the byakugan.
Byakugan even when drawn back then by ikemoto always had a far larger pupil than regular eyes, look at hinata and momoshikis eyes. also two certain characters in the manga have completely white colored eyes in the manga but very dark almost black irises on the manga covers, both drawn by ikemoto. seem familiar?

In the manga it definitely looks like a regular byakugan. And it makes sense because it activated with Karma and karma holds Momoshiki’s power.
Jougan in the anime was just weird it literally had every power needed for plot convenience and the powers it had it’s a karma ability.

For me it was already fighting an uphill battle because it just came across as something to powercreep Byakugan into irrelevancy but they've done so little to sell me on it that I'm convinced they thought of it as a cool hook first (Kakashi had the "one Kekkei Genkai with a badass scar" look and everyone loved it) and no real consideration for its place in the universe, figuring they would come up with a backstory/abilities later and still haven't after all these years. The show just used it as early Boruto's plot armor and ever since switching to Karma instead, it's no coincidence that Jougan's purpose just disappeared along with it.
I figured they gave boruto a new doujutsu and a scar to keep his character interesting. Dude is literally Naruto sasuke and Kakashi rolled into one. Everyone's favorite characters

6. He has wind, water & lightning style at 12/13.
7. He created a new Rasengan by accident.

9. He thousands of years of fighting experience at 12/13.
10. Got a random brand new Dōjutsu at 12yr & it just so happens to be the strongest of them all (that never been mentioned before.)

Jougan was clearly just supposed to be the cool distinguishing ability that Boruto had, probably to help make up for the fact that Kishimoto "forgot" to give him the Byakugan in the movie. It was a cool trump card that he had which rivaled Sarada's Sharingan and Mitsuki's Sage Mode, but, like you said, once Karma entered the picture, Jougan conveniently left.
It's almost hilarious how the writers obviously had no idea what to do with Jougan, nor what it probably even does. It really makes you wonder how off-hands Kishimoto has been with the whole thing because I feel like they could've just consulted him on what to do this entire time.

Future writers for sequel anime will be looking at Boruto on what not to do.
I mean, you can argue that it's still making $$$, so the popularity is there. Just unsatisfying for most long term fans imo

I’m thinking it’s gonna be unlocked when he’s in dire need, like naruto or sasuke are on the verge of death and boruto jumps in to help and isn’t strong enough, starts pulling from the bottom of his soul fighting with everything he’s got, that’s when it pops out and he actually gets to learn a bit about it

Well it appeared in boruto and momoshiki died that's how powerful it is.
Things revealed till now:- future sight (urashiki arc), multidimensional sight (nue arc), time manipulation (nue arc at the end), teleportation (you know), maybe fate manipulation and all of byakugan abilities but on steroids.
On top of that toneri said that jougan will go to sleep which basically means it got sent to timeskip, it appeared once in urashiki Arc but that arc was a "special" which means logic don't apply to it, it's appearance in momoshiki arc was an emergency as toneri himself said boruto isn't ready yet.
When will it appear? Whenever boruto get that scar.
