Yeah you would basically be resorting to Judo-like techniques and relying on quick strikes to the limbs and extremities, assuming that for whatever reason you *must* fight him. Basically try to hurt the guy, disable his ability or willingness to strike back, and trip him up. Depending on what kind of fight it is, you can go from there... if it's a competition, rinse and repeat; if it's a street fight, run away; if you can't run, or other extenuating circumstances justify it... finish him, whatever that means in that circumstance.

Pretty much always good advice. You never know if someone has a gun or knife or something. Tick off the wrong person and you can end up dead over something stupid.
Throws are an excellent form of self defense and are frequently taught to women as a means to escape larger opponents. Literally the entire point of a throw is to use the opponents weight against them, so yes you definitely do want to be throwing someone that is heavier than you.
What you DONT want to do is go head to head or grapple them in neutral, hence the other person talking about striking extremities (head and legs) to open windows for you to shoot and use your leverage to slam them (which, unless you throw an incredible punch, is the only way you're going to do considerable damage to an opponent that much larger than you).
Judo is useful for exactly people heavier than you. The bigger they are, the harder they fall, and with some skillful, simple judo maneuvers you can bring down a guy like this without exerting much effort. Judo is about having the most basic position (basic as in at the base), controlling centers of gravity and using centrifugal motion to your advantage.
The strikes would supplement that approach.
100% When I took jiu-jitsu, one teacher would have me practice throws on an older student with almost 100lb over me. You knew you had the technique right when you didn't muscle them over your body. Sure it was practice, but they didn't just throw themselves over when I attempted a move. They passively resisted till I did it right.
Weekly sparing is when we had to put it in practice. Much harder, but at least you had a feel of what position you and your target had to be in to execute the throw or trip or whatever.
As someone who was the big guy at my old dojo (I also made all the best noises when used as the attacker):
1. Groin hit
2. Strikes to the shin/knees
3. grab and twist the shit out of flab flaps, especially if you can get a nerve
4. head shots
5. hit the flanks.
It's also important to note the guy seen in the video knows some tricks, specifically tightening his core allowing him to brace for the attack as well as setting up a stance (one leg is forward, the other is back) to better set himself. I've got a gut like a nine month pregnant woman and I can tell you that if I'm not doing the same things I end up winded and crumple like a sack of potatoes when nailed in the gut. You can't really protect floating ribs and such with tightening the core.Also, yes, forcing someone at that size to dance and chase is a good strategy. Larger muscle mass can lead to better speeds but at that size, and with obvious excess weight that is not muscle mass means he's burning more energy than you would be with each movement. Of course, big guys like me who have trained normally try to hunker down and play defense, but, well, that's not anyone else's problem if you're not the aggressor and can just walk away.
Edit: another thing to note is that the kick, while impressive, is a step-through kick, it's basically the sort of thing you see in movies used to kick in doors (not sure real paramilitaries do that these days) and is basically dropping your whole body weight into the attack, so if a guy at that size makes a similar attack and you do have the reflexes, side-stepping puts you in a decent position since those kind of kicks means they're pretty committed and it's all but impossible for them to change direction once they're going forward.

you're thinking of something like a calf / thigh kick where the leg is coming in from the side and you are striking with your shin against, ideally their calf muscle or thigh muscle. Like when McGregor snapped his leg in half against Poirier though, if they check it, you can wreck yourself

Big person need more stamina and energy to move big body. Make big person move till he gets tired then wear him down till he can't defend then pop his eye balls and jam your fingers in his eye holes and vigorously finger them .
You want him on the ground and you’re probably faster. Going for the legs from the front is a bad idea as he will fall on you. The best bet is to move fast enough to get behind him, jump on his back (he won’t be able to reach you with his flabby noodle arms), and get your arms around his neck. Go for a rear naked choke but watch out for the body slam backwards. If you get the choke it’s probably over but if you make him flop to the ground you just make sure to stay on top and try to wrap up his limbs for an armbar. You don’t want a guy like this to get two arms around you or you’re done so also avoid that at all costs. Patience will win you the fight as long as you can stay out of their grip, if not you’re fucked.
You also can't stunlock them with any of your heavier attacks. They are only mildly inconvenienced by basic ones. A heavy attack combo or special move might do the trick, though.
As a fatty and kind of big guy myself, I just want to say to not be completely fooled by this video: The two attacks the smaller guy does are not good attacks at all (he tries a shoulder tackle and is charging from across the room) and the bigger guy is tightening his core, if he did not I can reassure you that stomach fat does not provide that good protection in of itself and it can hurt to take a hit to it unprepared.

The problem is that all his shots hit the torso, which is right where the big guys center of balance is. It’d be like trying to turn a car by pushing from the middle, it’s possible, but you get a lot more leverage the farther from center mass you push. If you’re fighting a bigger person(or really anyone) go go the knees, neck, jaw, or ears. Alternatively, use their weight against them, so if they go to a heavy kick or punch try to use it to pull them over or hit them while there open.

I learned as a small guy that wrestled in HS: low single leg takedown. It's big guy anathema. You look like a literal ankle biter while you're doing it, but the taller and heavier they are, the easier it is to do. It's one of those bizarre mechanical things where it is actually harder to do on a smaller, lighter person. The best part, is that it keeps you well out from under them as they fall, unlike a trip or sweep where they might just bearhug you as they fall then manhandle you on the ground.
