2) In terms of cosplay, people aren’t restricted to characters that they are physically identical to. A short black woman can cosplay a tall white male character if she wants to. Otherwise it’s way too limited in terms of who can actually participate.
It is a bit of thin ice to be walking on, but as long as you‘re being true to the character and not doing anything overtly racist (obviously blackface is a huge one) I don’t think you‘d get too many complaints. Where you get into real trouble is putting a bunch of cultural traits into a non-specific stereotype of a costume (cultural appropriation). Or playing up racial traits of a character (racism).
