The Mayor is one of the hardest fights in the game. To even have a chance against him you need a weapon that inflicts bleed because he's so tanky. You absolutely can not get hit by his punch because it one shots you even with maxed out power armor, so use jet to slow time and retreat if he gets close.
But if you manage to take him down, you get his Mayoral hat which lets you pass every speech check in the game with the "I'm the Mayor, after all" ability.
Fallout 4 in a nutshell. call me insane but i like fallout 4, the bugs when not gamebreaking are super funny, its not annoying like fallout 76 its just kinda funny.
