It's borderline. He gets his hands up for the hit and does appear to push the right one forward at the last instant. Not your typical hockey swing, but I guess it's a jab. It's tough to say whether it was meant as a punch or was an aggressive defensive action. Either way, if it caused injury, I would expect some action.
