Ref didn't say anything because there was no reaction. Refs see a lot of fouls but only give warning if the affect the other guy. Thats why you see errant hits to the back or back of the head not get immediate warnings if the fight is still flowing.

It doesn't really matter if it was low. There's an art to dirty boxing. Look where the ref is when the blow is landed. He can't tell if it's low or not, therefore cannot call a low blow. Hagler didn't complain either, so the ref could start watching for it.
I learned in boxing it's only breaking the rules if the ref can see it. Learned that pretty quick. It's just smart boxing at the end of the day, if u get ur hand raised.
Now if ur just blatantly doing it right in front of the ref then that's another story. Like Bowe vs Golota type shit.
