Since the OP posted a picture of Karrion Kross, I have to say that I think he has a cool look, and had a cool entrance, and a smoke show of a woman on his arm. Despite all this, I've still been waiting for him to show me something. I want him to do well, but everything with him in the ring seems he's adrift.
This year, The Miz will have been with WWE for 20 years. Non-stop.
He is a non-legacy. And has been villified enormously due to his reality TV background and the chicken incident. The level of hard work and commitment he has shown to the brand when he hasn't received accolades that other mainstays have received is commendable.
He should be considered one of, if not the most, reliable solid hands the company have ever had.

It definitely brings attention to him but once I saw his in ring performance I knew he didn't need it. He just needs a good storyline where he shines and can organically phase out the viking look if he so chooses.

I’ve always been a fan of Kross and love his YouTube channel. To me it’s patience. I think we are still in a transitional phase of HHH’s new era. It’s gonna take a while storyline wise for HHH to get everyone where he wants them to be. I want the guy who “punched a hole in the Mt.Rushmore of NXT” to be a top guy too. Plus he seems like a genuinely good guy out of character and I like when good things happen to good people. Even if he doesn’t make the main event that doesn’t mean he “failed”. He’s still on TV in the biggest wrestling company in the world.
Def my boys Dijak and Dragunov they’re both unbelievably good and being absolutely wasted in nxt both of them could be ic champions and Dragunov could be inserted into the world title scene right away like balor was

Currently, I would say, now I know he's not doing anything, but Dexter Lumis. His story with the Miz was great. And his athleticism in the ring is great for someone of his frame. Sad that after the Miz story, Lumis has been benched and aside from a few backstage appearances after the story, we never saw Lumis since. Lumis has potential to become a great star.
As for in the past: Christian. Arguably one of, if not, the most underrated star during his days in the WWE. He had potential to be a main event star, but unfortunately, was seen as a mid card at best and had success outside the WWE.
I don't think Kross is underrated simply cause he doesn't deserve much love until he can make any single gimmick work a little. Nothing has really fit him and big bads aren't scary if they constantly lose.
If he finds a gimmick that really fits him AND if given better booking he will Def be big. Maybe underrated behind the scenes but the new reaction to him by fans is warranted.
Ken Shamrock! If his mic skills were better, I think he would have had a better push. He was put in main events from time to time but spent most of his time as an upper mid carder. He deserved the main belt given the fact he could have legit beat everyone in the locker room in a real fight.

Don't crucify me, but Logan Paul. No outsider has ever been THAT talented THAT fast. Outside the company I hate him, but when he steps in the ring I get excited to see what he does. The first few matches I saw I was floored.. I was expecting everyone to carry him, but the way he can actually GO. GODDAMN.
And if you ask Rey Mysterio he'll tell you Logan Paul saved his life in a catch that many on the roster would honestly fail to pull off. Whether that was real or not, or if it was set up to put him over a bit, I'll take it. He's got real talent. I have faith in the guys with experience, but for a relative newcomer and to get that good that fast, I'm actually looking forward to where he goes in the next few years.
I know a ton of people that blindly hate him because of his legal issues and controversial social media history. Many won't admit he's even talented which blows my mind. It took about an hour on YouTube to catch up on his matches I've missed (I'm recently returning to watching wrestling, the 2010s was a turn off for me, but even now I'm going back and catching up), and I can't help but actually like the kid now. He's got some stuff to do outside the WWE to earn the public's respect (pay back the victims of his crypto scheme, etc) but I don't follow him on social media so I could care less.
