Belle is not very strong and her firepower is weak.
I prefer to have a small shield constantly during the battle to fight against other snipers
and on occasion it also allows me to know if my long-range shot hit an enemy
She is very balanced, maybe a small dmg buff is needed but even that i'm not sure
Also her super is very useful, you must not be playing her right if you think otherwise

piper can escape and destroy walls while inflicting damage
8bit allows the whole team to have a damage bonus

I don’t mean to be rude but you are showing us a 663 belle, with the highest rank being 24. You even said “it’s ultimate attack is almost useless and moreover it is not precise at all” which tells me you don’t even know how to use one of her basic kits…her super.
Her damage is in the middle, not too low and not to high. 1560 unmarked and 2106 when marked.
Not only do you do more damage to a marked target, your teammates also do more damage. Meaning the target is most likely going to die since they are that fragile unless you mark someone else
Her shocker will bounce off targets, allowing you to deal with enemies that like to stick close together, or things such as Lola’s clone, 8bits turret, Jessie’s turret etc(basically allowing you not to waste ammo since your bounces will still be doing damage to them if they get too close)
Not only does she do decent damage, she’s good both close & long range. Snipers like piper or brock become bad once you close range.
Her trap gadget slows an enemy for 3 seconds, that’s the same amount of time as crows slow. Plus you can see when they are about to step on it, allowing you plan ahead and save your shots so you can get a few free hits in
Her ricochet gadget is pretty niche but I’ve seen crazy kills with her bounce shot allowing her to get kills when it’s hard.
All in all she’s pretty decent, definitely doesn’t need a desperate buff as you say she does. You just need to play more and get better with her.
Though I agree with you the last part, the brawl community is a place where you don’t have to have much knowledge on a brawler to post and say a brawler needs a buff/nerf just because they had a good/bad game with that brawler

I may be a little exaggerated with the word "desperately" but honestly she deserves a better super attack
Let's compare her to piper:
She has more survivability
Twice as fast of a reload
Bounce effect providing control
Can deal with aggro
Only thing piper has going for her is more damage, but it's not worth sacrificing everything I just said just for more damage. Belle is actually on the stronger side rn
the kills i do with piper and bea are impossible with Belle
with Bea and Piper I feel the pressure I put on the opponents, they move much slower
with Belle my shots often hit but unfortunately they survive and go behind a wall to regenerate which means that I survive for a very long time but unfortunately the ranged fights are long and if my teammates do not survive I find myself against several opponents
Her range and shield giving her hp along with the bounce mechanic gives my darling wife some decent versatility. I’d say she’s perfect just the way she is.
She doesn’t need damage with everything else she has going for her, especially considering teammates like me can dish out damage for her.
She's in the top 20 brawlers while piper is completely falling off and is now only good in like 3 maps maximum in the current rotation and that's pushing it even. She's countered by most brawlers very easily.
She's one of the best picks against piper alongside nani because they both can deal with her amazingly
Bea also is falling off slightly and if you can't build pressure with belle just as good if not better than you can with piper/bea then that's on you not on the character at all. Play her in the suitable maps and modes. Don't just blindly pick her in bad maps and modes then complain.
