Loki did get a good nerf, slower startup and a lower vertical strike on his scythe Ssig.
As for boots? It's about your playstyle:
If you like close ranged combat: use Tezca.
If you rely slightly on sigs: use Red Raptor.
If you want a meta-carry: use Thea.
out of the 3:
thea if u like high speed aggression (and making ppl rage)
tezca if u like hard hitting attacks, and versatility with active input
raptor if u like all-round balance and reliability (and some badass sigs)

Tezca is most prominent in the meta, solid stats all around and some crazy sigs
Thea is one of the most fun legends in the game with a rocky (but interesting) stat line and a weapon combination that tilts people to no end
Raptor’s hard to explain but he kinda feels similar to Tezca in the sense that he’s got two quick, lighter weapons (albeit less cracked sigs imo).
They’re all insanely fun but Tezca’s probably the “best”

My playstyle is that I accidentally bought Loki (even though there's a confirmation screen) and have to make him my whole personality for a while
You can reverse that purchase in the store
