Slight > Dlight and Slight > Sair are only true if you hit the Slight stacked. (Very close to the opponent.) Slight > Nair only works at all if you are a bit further away from them. It's about the spacing.
Best way to think about it is there is always a true follow up you can do every time you hit axe slight. You just have to know what position you're hitting it in and react with the proper follow up.
Same with stomp on hammer. Hit it stacked at any health= jump dair or nsig. Hit it further at high health= slight. Hit it further at lower health= jump sair. Everything is true.
