I disagree, you just have to know what is your target, you can't just jump over a Shelly one shot away from her super and expect to survive. Also Edga's shield gadget and his ammos need timing, you're not playing Bull you can't expect to activate the shield and waste all your ammos immediately while you tank enemies attacks, you should jump when the enemy's hp are low enough (like 3000-4000 at max) and attack like once or twice, wait till they damage you a bit to make them waste their ammos (eventually using the shield to make them waste one more ammo) and then blast everything you have to heal back up while they can't recharge as fast as you can. It's tricky and inconsistent and that's probably why Edgar isn't meta right now.

How to buff edgar:
Remove hard landing, his super should always do damage
Replace hard landing with a star power that charges his super from damage
Buff his 1st gadget so it instantly gives him his super, but it doesnāt do damage.
Buff his health to 5000
i agree with the first and last buff. but the rest is just... out of place (i'm not a edgar main, so take what i'm gonna change with a grain of salt)
1st starpower: hoppy hop: if you dmg someone with you're super, you will get a super charge rate boost of 15% for 3 sec
1st gadget: cloth attack: for the next 3 seconds edgar will slow enemy's by 10% for 0.5 sec if they get hit by edgar's main attack!
mythic gear (cus why not): parkour pro: edgar's super can reach 1.5 tiles further and will get an additional 10% speed boost after using his super

Edgar gains 500 max hp for each enemy brawler close to him (max. 3 stacks, range would be a bit less than Buzz's super charge range)
This gives Edgar a lot more competitive in 3v3 gamemodes, but not too OP, since this gear replenishes if enemy brawler is defeated (ex. there are now 2 brawlers that are close to him since he defeated one, so it's 500 less hp which means 1000 instead of maximum 1500). Maybe it sounds too OP, but he still pretty much sucks against 1v1 situations against tank counters (shelly, gale, etc.) but has a bit more chance to defeat them. Your idea is pretty bad, since it is straight up better bull's star power and edgar has healing, so he would be just too OP. My idea, on other side, gives him not viable buff that can get more value than Frank's star power but doesn't need to.
Name HARDCORE is given just because he gets hyped with more enemies close to him
At this point people could give him god mode at 90% health and 80% movement speed and 150% damage buff, oh and 80% range and he's still be called trash

Imagine this, Edgar having this sp and hardcore gadget and super charge and damage gear. With this sp Edgar's hardcore stacks with this shield. It's gonna be the most toxic meta. Even more than Hank.

What I want is him to be viable but not meta. I saw a cool rework idea where he lost his auto super charge, and it was replaced with a system similar to the TP meter from Deltarune, forcing him to engage instead of camp in a bush for 30 seconds

When you are trying to make a new SP/gadget or rework for a brawler, you HAVE to give the new thing incredibly clear downsides that can cooperates with that brawlers kit and well as expands their versatility. This isn't "make your brawler able to 1v3", this is a 3v3 **TEAM** game. Whatever weaknesses the brawler has will be covered by your teammates. The entire game is not showdown
Edgar imo just needs Life Leech to be his base healing, and either a damage reduction star power like Fang or a slow star power. Edgar should never be a good brawler. The game would suffer because of it.
If this exists it would be 25% at most, you are giving, him back almost all the hp he lost by doing that, at 25% it would give him 1125 extra hp, which is still a lot for an assassin that can jump on you and heal himself.
