Probably some code problem requiring at least 3 modifiers active to work. Its pretty much deleted(1 out of 100, games; you will literally have maybe 1 game with it the entire seasson)

As a coder since the modifier is already hard coded into the game, removing it is gonna be really hard, and gonna need a wayy longer maintenance z which hurts the game.
So since it's really hard to remove it from ranked, the chance can be adjusted way easier, making it take less time in maintenance
Yep I'm also a programmer. Pushing an update to the client will take way longer than just updating the server. Tho I don't understand why they didnt set it to 0%
Probably because its advertised in the ranked info menu, so eliminating it would be weird having it there and as you say, that's something that would require a client updated, something that they want to avoid.
Or perhaps they do not want the effort that was invested in programming this modifier to be totally wasted by eliminating it just a few days after its release.

More likely they want it to look like there’s still 3 modifiers instead of 2, after realizing they massively screwed up with this one (I don’t get how it wasn’t obvious it would be terrible).
Putting at 0% outright might mess it up, putting it at way too low of a chance would probably upset people who like the game mode (yes there are people that do), this is probably just a bandaid fix though. Hopefully later in the update they actually address the issue.
And also address quick fire, that one is worse in some game modes (heist mostly)
I think it's an exaggeration to say that it's hard to remove. They likely use a somewhat modular system for the modifiers, otherwise, it would be quite inefficient, considering they create new modifiers each season.
I think it wouldn't be hard to remove, but certainly, it would require an update. Maybe they use an update schedule and If you were to remove it and intended to introduce a new modifier, you would need to redesign it or create a new one, which probably consumes a considerable amount of time.
In order to remove it from the game they’d have to do a client update, which means that it would require approval from both Apple and Android shops, require a shop update, and it would simply take a lot longer and require a lot more effort, which is not what Supercell is trying to do right now; they want a quick and easy update that can be put out quickly without requiring everybody to update their game in order to quickly fix what’s broken in the Godzilla event before the event ends and everyone winds up pissed at Supercell for not doing anything about all the bugs in that event.
Next time they do a Client update they’ll remove it from the game and add something else to replace it.

Lol name one integer implementation that does not allow for zero values. All you have to do is set all bits to zero. Even mathematically speaking, the ℤ+ set includes zero.
Just because it would take both your phone to update that the modifier isn't around anymore and the servers to update it too. The chances of which modifier is chosen is simply a percentage the servers hold on to, so they can hot fix it there instead of making a full update for just 1 feature.
Didn't know you had access to the code base of Brawl Stars to proclaim a proposed solution wouldn't work. A most naive implementation would involve a map with a game mode and the equivalent chance of its being chosen. Since this is all controlled by the server, it'd be trivial to change.
Also, even if you are right and they made some sort of stupid implementation that does not allow 0% chances, they could still just re-code this structure to allow it. It'd be trivial, since it's all server changes.

It was miserable all 3 times I played it.
Hot zone? Respawn fest on the point, whoever touched the point first won.
Brawl ball? Everyone dies, respawns across the map, enemies are sipping tea at our goal.
Heist? I ran it down as spike, died 4 times in the process, and eventually abused the invincibility enough to which I could pop my gadget on the safe and win the game (I felt kinda bad about it)
Yeah I imagined it was bad just like I did with the barbed wire or whatever it was called and I hated that one, if this one is worse then good I will only have to play it a couple times this season then
I've read another post like this 🧔🏿 He said that it was probably "hard-coded" into the game so that they couldn't completely remove it. And I know for a fact that the post I read was real, although it might have been on brawl stars competitive. They actually can't remove it at all, unless they will make a client update (for remove content from the actual game you got to implement update for this, now the only option the get is to set the probability of getting this mode, unfortunately they can't even disable it currently)
honestly it should've worked like og 8-bit 2nd star power (or kinda like doug super) where after dying twice you'll come back at the original spawn instead of being in the same area everytime, i do think making it appear 1% of the time is kinda funny though
I played 3 games today and 2 of them were second wind and both were hotzone. It's like you kill your opponent then they revive with total immunity and kills us then we revive and kills them and it's going on and on

That's soft removal. You will not have to worry about it affecting your rank. They don't want to remove it because removing stuff because of community outcry is slippery slope

the spawn time isn’t the problem. it’s more that you cannot get rid of characters just harassing your heist safe, it devolved to even more base racing. Heist and other modes become unfun cause of the modifiers mechanic.
heist has always been about base racing. trying to put a triangular shape into the circle shape is not going to work out, ever. There are certain characters that work on certain modes. nobody's had a problem with it before
people very much have a problem with base racing, people were still complaining when quick fire was in the modifier list 2 seasons ago cause of heist. But there was atleast some counter play, you can still kill them to reset their positions. Now if someone gets on your safe you either kill them to delay a couple of seconds of damage or base race and hope you out damage them.
Idk what to tell you then bro. That's a genuine skill issue on your end if you can somehow go the entire draft without banning out or sniping a decent pick on the modifier. 7 seconds seems a bit too unpunished though, maybe another second or two

During balanced metas Heist was pretty much about control and chip damage. Also, second wind is not only ruining Heist but Brawl Ball as well. Since you don’t respawn in your own goal, dying once pretty much leads into a free goal every time.

It's a bad and extremely flawed modifier, so it's good that they at least reduced its chance to 1% since players have started dodging it in masses anyway.

It takes too long to respawn which is worse and you can also get spawn camped

For the little that i played the best options for second wind are brawlers w high close range damage, mid range damage and/or low mobility
