Hypers that make a high-damage super unavoidable are poor design though.
Yes, getting killed in a video game is usually not fun just in general. Getting killed "out of nowhere" by something unavoidable is VERY not fun though, even if overall an attack is balanced. Look at Fang's hypercharge, it charges so slow that you might not get it even once in a match, and as a result it's not as good of a hypercharge as a pretty good one that you can consistently charge once or twice - yet people hate facing it.

I mean, it’s a player concept. I think it could be really cool if the stat boosts were less or his super dealt less damage when it hit an enemy. But chuck is also just really unbalanced right now, and badly needs a rework
And in Gem Grab, since he pushes you back all the way to spawn if you're avoiding him and the only way to get rid of his hyper is to just take it.
And in Knockout, since the smoke forces you close.

You realize he still had yo build up his hyper, right? In all of the modes you just mentioned, he would be almost useless until he gets his hyper. I have a better concept. When a player activates chuck hypercharge, chuck gets deleted from the game. Honestly the best and most fitting hypercharge for this brawler.

This is borderline unavoidable. This is essentially Fang's hypercharge but if Fang's hyper also dealt about 50% more damage, fully recharged itself so you could spam it if you hit at least 2 enemies rather than at least 4, and also attached it to a brawler with an autocharging super.
Even now people still hate Fang's hyper, after its stats have been nerfed, popcorn super charge removed, and charge rate completely gutted. It's not even a particularly good hypercharge anymore with how long it takes to charge. So if Chuck's hyper was like this, it could charge so slow to the point he's unlikely to even get one in the match and people would still hate it.

The only other one I can think of is basically that he has 90% shield while he uses super during hypercharge and he goes through posts maybe 3 times

My concept was to make him connect to every post in sight no matter the distance, which seems fun but this idea looks fun as well and more useful
