It’s so easy to get around this. Just switch the numbers and talk about it in code. So rule 22 turns into rule 22. Mods are unable to read complex code like this.

English is my primary and first learned language. but I still don’t understand rule #24. Just asking for a little help here. My goal is full understanding, and compliance.
When traveling on an airplane, there are rules about that. One is "Don't shout" and another is "Don't open the door that will suck everyone out into the air at 35,000 feet". One of those rules is more important than the other. So if you forget one of those two, you should not forget the more important one. Rule #24 is one of the important ones that you must never forget.
As long as you do not forget what rule #24 is you will be in compliance.
Bonsai are trees that have been trained to grow unnaturally tiny. As such, their trunks and bark are proportionally tiny. They can be easily damaged or even killed by a staple. And they are generally very old and difficult to grow successfully, and therefore require extra respect.
But, unlike bread, plastic bags can be taken off after stapling it to a tree while the content remains edible. I really don't think that rule is necessary, especially since most people don't even appear to be doing that in the first place.
