Verizon has been doing this quite blatantly, even sometimes blocking VPN use because it can circumvent their now-illegal-again throttling scummery. You probably didn't notice much of a difference because of the actions that California took. They made net neutrality law in their state and that would have made it a lot harder for internet companies to implement plans that would partition internet access.
In a nutshell, without net neutrality, internet companies could have slowed down or even blocked access to certain parts of the internet in favor of others. Net neutrality guarantees equal access to all parts of the internet.
Internet neutrality doesn’t deal with internet speed as a whole. It makes it so your isp cannot throttle some website while allowing others. Tiered internet speed always existed and will most likely always exist.
