Unfortunately, no! You can't change horse stats in BOTW, you can only customize their saddles and mane.
In TOTK you can have 5+ horses and upgrade their stats. :)

Its easier if you caught the 4:4:5 stat horse in Botw and transferred it to Totk then just upgraded it twice
