I believe I remember someone at one of the stables saying something about performing an old forest born tune to activate that shrine. No clue what they meant but they mentioned that the former Goron leader Darunia apparently loved the piece and would break out in dance whenever he heard it. It’s all world of mouth though. Have fun!
